Can you use this as paint for powder coating

Not sure how that would work but I doubt it and doubt you would want to. The item is a powder of mica used to add to 2 part resins to give a colored finish. I use the 2 part resins instead of powder coating because it is forever durable. Here is South Florida, powder coating has a limited lifetime, I took my P coated 3pc bistro rusting away, refinished in resin and now its colored and and can be passed down for generations. As for use in powder coating don't take my word id research further but if ok let me know!

Can this be placed on a surface before laser engraving to color the engraving?

I don’t think it will work, as normally to get a laser to color you need a actual colored laser in order to do that. The powder may catch on fire possibly and don’t suggest trying it. Sorry, not the answer you wanted .
