It's the whole armrest that snaps right in where the original would be. Worked great to replace the one worn out on my old '01 Beetle.

Does it include the clip that keeps it closed

Ours popped right in just like the original. Clips closed and stays closed. There's a little lever built in to the top that releases the latch when gripped

will this fit a 2006 beetle?

It should but you'll never receive it, I got refund for mine
