Does this have a tacky/sticky feel?

No, it feels similar to talcum powder for the body but drier.

Can't figure out how to get more than the tiniest bit of powder to come out - is there some trick to it?

Before I open it, I usually tap the bottom of the bottle on the golf cart(or any hard surface) then open it and shake some out. Hope this helps.

Probably would because it dries your skin and makes it less slippery, but I don't think it's used much for anything but the hands. You could put some on the head band of the hat.

Has anyone used this product for dance??
